Horland Scan2Pdf is a free-for-personal-use tool which imports pages from your scanner, allows them to be edited, assembled into order and saved as PDFs.
The program recognised our TWAIN scanner driver, and offered various tweaks over its settings: colour mode, resolution, input and out sizes, automatic feed and more.
An editing tool offers basic transformations (flips, rotates), cropping, sharpening, colour and contrast tweaks, recognise bar codes, add image layers, text blocks and more.
Once you've finished you're able to save your pictures as PDF or RTF.
Verdict:
Horland Scan2Pdf has a reasonable feature set, but the interface is unintuitive, frequently confusing, and not fully translated from the original German. Expect to spend quite some time figuring out how everything works.
